Nearly $5 billion is expected to become available for major Bay Area transit projects — including several in Marin County — now that the California Supreme Court has dismissed a lawsuit challenging local bridge toll increases. The projects include extending Sonoma-Marin Area Rail Transit to Windsor and Healdsburg; planning for rising water along Highway 37; and building a connector between northbound Highway 101 and eastbound Interstate 580 in San Rafael. 'This is a huge decision,' said Anne Richman, executive director of the Transportation Authority of Marin.
